Ofcom Launches Probe into X Over Grok
The investigation stems from mounting concerns that the site’s artificial intelligence tool, Grok, has been exploited to generate sexualized images.
This action follows reports indicating that Grok, an AI chatbot embedded within X, has been used to produce and circulate undressed depictions of individuals as well as sexualized portrayals of children.
According to Ofcom, such material could constitute non-consensual intimate image abuse, pornography, or child sexual exploitation content—all of which are prohibited under UK law.
In its statement, Ofcom declared: “There have been deeply concerning reports of the Grok AI chatbot account on X being used to create and share undressed images of people – which may amount to intimate image abuse or pornography – and sexualised images of children that may amount to child sexual abuse material.”
The regulator explained that it contacted X urgently on January 5, setting a January 9 deadline for the company to outline what protective measures it had implemented for UK users. X submitted its response by the deadline, after which Ofcom conducted what it termed an “expedited assessment” of the evidence.
Following this preliminary review, the watchdog opted to escalate the matter into a full investigation.
The inquiry will focus on whether X has breached several critical requirements under the Online Safety Act. Specifically, Ofcom will assess whether the platform adequately evaluated the risks of UK users encountering unlawful content and whether it performed updated risk assessments before introducing significant modifications to its service.
